Hurricane Katrina started out as a Tropical Depression storm. On August 24th, 2005 the temperature across the Bahamas was 85 degrees. More moist air was condensing, which then creates thunderstorms. The thunderstorms create heat and it cools the atmosphere causing it to rise. More moist air continued to rise from the ocean and this cycle keeps continuing. The thunderstorms get stronger by the moisture and heat. The winds got up to 39 miles per hour, which was when Katrina was born. In addition, that's when she was a category 1. She moved slow, but got stronger by the minute. The water in the Gulf reached up to 97 degrees which caused her to grow even more intense. Katrina spend three days swirling in the Gulf. Those three days she had been swirling in the Gulf, she grew into a category 5 hurricane with winds towering at 165 and above miles per hour. Warm water storm surges reached up to 20 feet. The mayor of the towns and the townspeople decided to try and get everything ready before she struck. In New Orleans, officers were working on construction to try and stop flooding, but Hurricane Katrina disturbed the construction. The government officials said that they want to improve on the communication and evacuation plans next time a hurricane or bad storm occurs again. From that information you can infer that people weren't given much direction on what to do when Katrina made landfall or before she was about to hit the town or state.
